ABRIDGED VERSION OF :

G.O.Ms.No. 528, Municipal Administration, Dated: 25th September, 1998


Amendments to the Zoning Regulations/Layout Rules in order to reduce the minimum plot size for residential Housing – Orders – Issued.


1. It has been brought to the notice of the Government that there is abnormal increase in the land values in the Urban areas in the State and there is every need to reduce the present minimum plot size so as to facilitate the people belonging to Middle class, Lower middle class, economically weaker sections to purchase sites for construction of houses for residential purpose.

2. Government after careful examination of the matter in consultation with Vice-Chairman, Hyderabad Urban Development Authority and Director of Town & Country Planning, hereby issue the following rules:-

· For buildings to be constructed by private individuals, the minimum building Site or plot shall be 100 Sq.mtrs. The plot may be developed either with detached or semi-detached housing.

· The Plot size in residential layouts for housing by public agencies shall be as follows;


Plot Area                                           Type of development

50 – 100 Sq.mtrs.                               Row Housing
100 - 200 Sq.mts.                               Semi detached above
200 Sq.mts.                                       Detached.


1) Minimum plot width shall be 6 M. for semi-detached and detached buildings. Not More than 8 plots shall be developed for semi-detached and detached buildings in a row and there shall be a separation between blocks of not less than 6 M. width.

2) Corner plots shall be splayed with 3 M. off set or round off.

3) For Housing by public agencies the minimum plot width shall be 4.5 M. in case of Row-Housing. Not more than 8 plots shall be developed in a row as Row Housing and the separation between blocks in a row shall be not less than 6 M.

Economically Weaker Section – Approval of Layouts/Housing Scheme – Layout and Site Requirements and Delegation of powers to Municipal Commissioners – Orders – Issued.

1. The Andhra Pradesh State Housing Corporation Limited has taken up a massive Housing Programme for Weaker Section Housing to be completed within the Finance year. To ensure the completion of the Housing programme in time and to reduce the procedural delay for approval of layout/Housing Scheme it is proposed to delegate the powers of Economically Weaker Section Layout/Housing Scheme approval to the District level Officers. Since the Director of Town 7 Country Planning Hyderabad do not have district level organisation it is decided to delegate the power to Municipal Commissioners for approval of Economically Weaker Section layouts/Housing Scheme referred by the Collectors/ District Manager, Housing.



2. Government after careful consideration hereby delegate the powers for approval of Economically Weaker Section layouts/Housing Scheme proposed by the Collectors concerned to the concerned Municipal Commissioners without referring the same to the Director of Town 7 Country Planning, Hyderabad for the time being with the technical advise of the Town Planning staff in the Municipality/Municipal Corporation subjection to the following stipulations.


3. The Municipal Commissioners shall strictly verify the proposal with reference to the land use, Master Plan roads etc., as per Town Planning Scheme/I.C.R.

4) In Row Housing the minimum width of plot shall be 4.5m and not exceeding 8 plots in a row and the minimum front and rear setback in plots of 50 sq.m and below is 0.75mtrs.

5) the width of the internal roads shall be of minimum 6 mtrs.

6) open space should be left in one compact block and should not be less than 10% of the layout area.

7) Andhra Pradesh State Urban Housing Corporation is permitted to earmark and develop part of the land of economically weaker section layout/housing scheme at their discretion for commercial use to recover a part of the infrastructure cost.

3. In respect of notified Gram Panchayats and Gram Panchayats falling in Urban Development Authority areas for economically weaker section layout/housing scheme proposals which shall be approved by the Regional Deputy Director of Town Planning concerned for notified Gram Panchayats, and concerned Urban Development Authority for Panchayats in Urban Development Authority areas. The concerned District Manager, Housing shall prepare the layout/project report and sent it to Regional Deputy Director concerned/Chief Planning Officer, Urban Development Authority 10 days before such meeting.
